Webmasters often require proxies for all sorts of jobs - for example quite often you need to check your website or blog from another country to see if there are problems. HTML page is loaded through the webmaster proxy; external files such as images and javascript and any subsequent pages that are clicked through to are loaded through your own internet connection. Proxies are often abused for automation or scraping tasks as well, something I do not encourage, you'll most likely break some TOS doing that.
